1.CBHI Headquarter
CBHI Headquarter is assisted by its Six (06) Field Survey Units (FSUs) located at Bengaluru, Bhopal, Bhubaneswar, Jaipur, Lucknow & Patna to liaison with State Government and Union Territory for collection of data on Communicable & Non-communicable diseases besides organising short-term in-service training programmes on Health Information System and use of International Statistical Classification Diseases.
2.Organisational Structure of FSU:
Each FSU is led by a Dy. Director (ISS Cadre) along with Junior Statistical Officer of SSS Cadre and Admin staff which functions under the supervision of Regional Director of RoH&FW.

4. Establishment & History of FSU:
The Scheme, Strengthening of Health Information & Monitoring System was implemented by the Directorate General of Health Service under the aegis of Central Bureau of Health Intelligence (CBHI) during the Sixth Five Year Plan (1980-85) in 1981-82 and established Health Information Field Units each at Regional Offices for Health & Family Welfare; Bhubaneswar, Bangalore & Patna during 1981 to cover the States Odisha, Karnataka & Bihar respectively under Plan Scheme & later called as Field Survey Unit. Only a Research Officer was posted by the MoH & FW during 1981 and other Group ‘C’ & ‘D’ staff were recruited during the year 1983. Subsequently in 1986, FSUs were opened at RoHFW Bhopal, Lucknow and Jaipur for Monitoring/Supervision of data flow. These units were introduced to conduct need based Field Studies in Health Sector.
CBHI being the National Nodal Institution for Health Statistics in Dte. General of Health Services, monitors the work of these Units. The post of Research Officer has been upgraded to Deputy Director of ISS from the year 2000-01 and the same is being provided from the Indian Statistical Services (ISS) Cadre, managed by Ministry of Statistics & Programme Implementation (MoSPI). From 2005, these FSUs have also been entrusted to function as Training Centre for CBHI for Medical Personnel / Non-Medical Personnel.
5.Brief Function of FSU:
- Collection of monthly data on communicable and non-communicable diseases. Annual data on medical professionals, Paramedical professionals and on health facilities from State / UT.
- Liaison with State Authorities for data collection from States / UTs under the respective jurisdictions of FSU for publication of National Health Profile.
- Creating awareness on Health Information Management and ICD-10/11 & ICF among medical and para-medical personnel of the respective States / UTs through various training programmes and workshops.
- Coordination with States/UTs in respect of CBHI Training programmes.
- Participation in the meetings/workshops, preparation & presentation of the information.
- Conducting workshops on FIC (ICD & ICF) to sensitise medical community at Medical Colleges and tertiary care Hospitals.
- Monthly district visits to streamline the data flow of CD & NCD data in CBHI Portal.
- Liaison with State / District Authorities for monitoring and quality check of CD / NCD data reported on Portal.
- Conduct Operational Research studies on the subjects selected by CBHI (Hq). Monitoring & Evaluation of various health Programmes sponsored by Central Government under supervision of Regional Director of RoHFW.

Note:The aforementioned Trainings are also conducted at CBHI’s Regional Health Statistics Training Centre (RHSTC), Civil Hospital Campus Kharar, Mohali, Punjab (under RoHFW, Chandigarh). Further, RHSTC, Mohali also conducts Trainings for Master Trainers on ICD and ICF.
The eligibility criteria for the Orientation Training on Health Information Management (HIM) for Medical Officers:
The Applicant should be Group B and above level officer involved in Management of Health Information from PHC to State / UT levels in Central Govt. / State Govt. / Local Govt. bodies/ Public Sector Undertaking / Autonomous Govt. Establishments. This may include Medical Officers of AYUSH, District Health Programme Officers, Statistical Officers, Health Education, Officers & Mass Media Officers working in Health Sector and Public Health courses.
The eligibility criteria for the Trainings for Non-medical personnel (Para Medical Staff):
The applicant should be Group C level officers working in Central Govt./ State Govt. / Local Govt. bodies/ Public Sector Undertaking / Autonomous Govt. Establishments and engaged in preparation, handling & maintenance of Medical and Health data at PHC / Dispensary / CHC / Hospital / Municipal Corporation / District Medical Health Office / Dte. of Medical & Family Welfare Services.
Note:Applications of eligible candidates employed on contractual basis in Govt. establishments and those working in registered Non Govt. establishments involved in Medical and Health Field will be considered only against any vacancy after considering the eligible candidates from Govt. Medical Care Establishments.
Sensitisation workshops on usage of ICD & ICF:
Every year, five (05) sensitisation workshops (Three on ICD & Two on ICF) are conducted by each FSU in Medical Colleges & Tertiary Care Hospital under their respective Jurisdictions.
